2012 PRESS RELEASES

P.B.A. honors Officers for 2012

At the Glen Rock Patrolmen's Benevolent Association (PBA) ceremony held last month, eight borough police officers, a New York City Police detective and a borough citizen received Police Valor Awards for exemplary actions during 2012.

Award recipients were selected by a committee of department colleagues, directed by GRPD Sgt. Dean Ackermann, which reviewed the past year's service call records to what the department considers "breakout responses and resolutions." Selections were reviewed and finalized by GRPD officer and PBA President Annamarie Mattina and Police Chief Frederick Stahman.

Honorable Service awards

Police Detective James Calaski and New York Police Department Detective Sal Bellomo were cited for their three-month investigation associated with a May 15 prescription fraud arrest in Glen Rock. The investigation culminated in the arrest of a Staten Island woman who was part of a major ring operating in New York and New Jersey. Police said the group had passed at least 18 fraudulent prescriptions in New Jersey and 24 in New York, obtaining more than 5,000 Oxycodone pills at an estimated street value of more than $100,000. Detective Sgt. Eric Reamy and Officers Scott McGovern and Murray Yang received honorable mention for their participation in the case

Officer Michael Trover was honored for his handling of an Aug. 22 motor vehicle stop. According to the citation, Trover demonstrated "excellent observations and interview and investigative techniques," resulting in the arrest of a Saugerties, N.Y. man for possession of 337 decks of heroin - the single largest heroin arrest in the history of the GRPD. Honorable mention in the case went to Sgt. Robert Wojtecki and Officer Greg Carter.

Apprehension awards

Officer Scott McGovern was selected for his discovery of three persons in the act of stealing recycled cardboard from Kilroy's Wondermarket while on a routine patrol on April 27 at 1:37 a.m. Police said the material, with an estimated value of thousands of dollars, was being loaded on a truck already full of cardboard allegedly stolen from other jurisdictions. The three men, later determined to be convicted felons, were also wanted on numerous other outstanding warrants. Receiving honorable mention for assisting in the arrests were Sgt. Dean Ackermann and Officer Murray Yang.

Sgt. Christopher McInerney and Officer Murray Yang were cited for their work on May 6, when the officers were dispatched to a Hamilton Avenue residence following a 3:04 a.m. call from a resident whose vehicle had just been burglarized. While canvassing the area, McInerney discovered a male in the process of burglarizing another vehicle in the driveway of a Bergen Street home. After a foot pursuit through the backyards of several residences, McInerney and Yang apprehended and restrained the suspect, who was armed with a box cutter, pocket knife and corkscrew, and who also had in possession items stolen from other vehicles that morning. Honorable mention in the case was awarded to Office Scott McGovern and four Ridgewood Police officers.

Officers McGovern and Yang earned Apprehension Awards for their actions on May 11, when they responded to a 2:21 a.m. burglar alarm at the Glen Rock Middle School. Upon arrival, McGovern observed a male fleeing the scene. After a brief foot chase, the suspect, who resisted arrest, was restrained and taken into custody by the two officers, who determined that he was intoxicated and transported him to The Valley Hospital in Ridgewood. It was later determined that window screens had been removed at several locations in the middle school, indicating an attempt to enter. No serious injury resulted from the incident, in which Officer Matthew Stanislao was awarded honorable mention. .

The same officers were cited for their May 15 response to Rock Ridge Pharmacy, on a report of a male attempting to purchase Oxycodone with a fraudulent prescription. The pharmacy staff had recognized the man as part of a crew responsible for numerous prescription fraud incidents in and around the area. When the suspect attempted to flee the pharmacy, Yang and McGovern pursued him on foot down Rock Road and along the paved pathway between the railroad tracks and Glen Rock Savings Bank, where he was apprehended. The arrest was instrumental in solving numerous prescription frauds in Fair Lawn, Hawthorne, Freehold, Spring Valley, N.Y., and Brooklyn. Honorable mention in the arrest went to Officer Stanislao.

Detective James Calaski was honored for identifying and arranging the surrender of a Queens, N.Y. man on Jan. 18, in connection with a multi-jurisdictional credit fraud case, following a month-long investigation. The man had used stolen credit card numbers and a fake Pennsylvania ID to purchase $5,000 worth of merchandise and gift cards from CVS stores in Glen Rock, Wyckoff, and Midland Park. Det. Sgt. Reamy earned honorable mention.

Citizen's Award

Resident Ellen Dour was presented a Citizen's Award, based on an Aug. 17 incident in which a male adult exposed himself to several females under the age of 13. Police praised the prompt actions of Dour, who after observing the incident hurried the girls away, recorded the man's vehicle registration information and provided his description to responding police officers - who later arrested a 46-year-old Ridgewood man on lewdness charges. Sgt. Frank Riggio, Det. Calaski and officers Carter and Trover received honorable mention in the case.

Excellence in Narcotics and DWI Enforcement

Officers Trover and Carter were cited for narcotics and DWI enforcement for posting the most related arrests resulting from motor vehicle stops from November 2011 through October 2012, based on what police termed their excellent observations and interview and investigative techniques.

Trover was responsible for 75 narcotics charges filed against offenders and 16 DWI arrests following motor vehicle stops, while Carter's work resulted in 66 narcotics charges filed against offenders and 11 DWI arrests. Supervisors and patrol officers involved in the vehicle stops were granted collective honorable mention for the category.

Specialized Language and Investigative Skills

Officer Yang was cited in this category for his fluency in Mandarin Chinese, applied in numerous instances as an aid to law enforcement agencies around the area. Police said officers in surrounding communities have called upon Yang's language skills to assist in a range of cases, from simple motor vehicle stops to homicide and other violent crime investigations involving municipal and county authorities - in which the ability to communicate and report with exactitude is crucial.

Yang's experiences include five major investigations with the Hudson County Prosecutor's Office, with involvement ranging from basic translation - assisting principal officers and other authorities in communicating with Chinese-speaking subjects - to fully conducting interviews and interrogations with such individuals on his own.

For that reason, P.O. Yang is one of a few Glen Rock officers to undergo advanced interviewing and interrogation instruction at the Bergen County Police Academy in Mahwah. This training course is generally reserved for detective-level officers.

Recent cases have included homicide investigations in Fort Lee and Parsippany where both witnesses and suspects spoke little English.

Experienced in dealing with both suspects and victims, Yang participated in a rape investigation in Englewood Cliffs, in which the female victim herself became a suspect. In that case, both the attacker and the female victim were Chinese, so Yang also had to provide a word-for-word translation of a telephone conversation between the two. It later turned out that the victim became a perpetrator when she attempted to extort money from the assailant.

The importance of language fluency in the area of legal admissibility surfaced in a Paramus sexual assault case in which Yang served as interpreter. Afterward the attorney for the accused Chinese-speaking suspect claimed that, despite Yang's translation during the reading of his Miranda rights, his client did not understand them, thus rendering a subsequent confession invalid.

At the subsequent Miranda rights hearing, the judge threw out the claim and upheld the validity of the confession, based on Yang's proven facility with the language. Following that decision, Yang was asked by the Bergen County Prosecutor's Office to provide a written Miranda rights statement in Mandarin Chinese.

In addition to his written and spoken fluency, Yang's understanding of cultural nuances is similarly important.

"The rarity of police experience combined with fluency in written and spoken Mandarin makes Officer Yang a valuable asset to law enforcement," police said.

Valor awards

In other Valor awards, an Outstanding Narcotics Arrest citation was presented to Officer Carter, for his April 13 arrest of a New Paltz, N.Y. man following a routine motor vehicle stop for possession of 100 decks of heroin. Honorable mention went to officers Trover and Bryan Scott.

Officer Surdyka was saluted for Restraint and Professionalism under Adverse Conditions, based on a June 22 case. While on routine patrol, Surdyka heard a school bus alarm going off at Central School and saw a female run from the bus to the rear of the school. After the officer pursued her to Bedford Road, she became combative and bit Surdyka on the left hand, breaking the skin. At this point a male, described as the woman's boyfriend, attempted to assault the officer. Despite the injury, Surdyka was able to apprehend and restrain both people until back-up units arrived - at which time the two continued resisting arrest. Surdyka was commended for his restraint in dealing with the two "intoxicated and combative" offenders. Honorable mention in the case was awarded to Sgt. McInerney, Officer Yang and an assisting Ridgewood officer.

Detective Sgt, Reamy and Detective Calaski were cited for their actions connected with a Sept. 11 grandparent scam committed against an 86-year-old borough woman. Police said the victim had wired $90,000 to a bank in Los Angeles after she was tricked into thinking her grandson had been arrested and needed bail money. The suspects were able to cash $45,000 of the money sent. However, the two detectives, working with the Glen Rock and Los Angeles banks involved, and the Los Angeles Police and the Federal Bureau of Investigation (FBI), coordinated the arrest of one suspect attempting to access the remaining $46,000, which was recovered for the victim.

The FBI was able to develop leads from the suspect under arrest resulting in the identification of at least two suspected ringleaders. Additional information developed by the GRPD identified the same suspects as having victimized other elderly Bergen County residents for several hundred thousand dollars.

The suspect arrested in Los Angeles is in federal custody on $800,000 bail and faces eight federal charges.

Man Arrested For Stealing Money

The former treasurer and vice-president of the Glen Rock Shooting Stars travel soccer club was charged this week in the theft of several thousand dollars in club funds over a two-year period.  Glen Rock Police Capt. Jon Miller said Friday that resident Sean Corry was arrested just before 9 a.m. on Tuesday, July 24 by Detective Sgt. Eric Reamy, and charged with theft by deception in the third degree, which indicates an amount of money between $500 and $75,000, Miller said.

He said the arrest followed a preliminary investigation by Reamy based on information received from the soccer club, whose officials had recently unearthed bank account discrepancies.  "My understanding is that they initially attempted to address the matter internally, but when they realized it wasn't just a small amount of money, they decided to go forward with this," he said.

Ask for the exact amount of money that is missing, Miller said the investigation was ongoing. The third-degree charge was based on the Shooting Stars' initial report and early investigation by Reamy. Following the Tuesday arrest, Corry, 46, was released on his own recognizance and could face an initial municipal court hearing on Tuesday, Aug. 7.

In a Tuesday, July 24 letter sent to Shooting Stars coaches and parents following the morning arrest, organization president Declan Daly said the club had become aware of "suspected embezzlement activity," which was uncovered in the past few weeks during the recent transition of new board member responsibilities.  "We are still going over the numbers, but at this point we estimate that a significant amount of money was misappropriated from the Club's bank account since September 2010. However, because the investigation is ongoing, we cannot discuss any more details until we are permitted to do so by the authorities," said Daly, who had no additional comment on Friday.  "Upon discovering the activity, the board called an emergency meeting and took the necessary steps to remove the individual from the board, before turning the matter over to the proper authorities," the letter stated.

Expressing concern over possible damage to the club's reputation as news of what he called the "breach of trust" circulates through the borough, Daly wrote that the organization was taking immediate steps to identify and implement new controls and measures to safeguard the club's funds, and "prevent this type of regrettable incident from ever happening again."  He assured participants that beyond the addition of tighter controls, the incident will not impact the business operations of the club going forward.  Thanking them for their support, Daly wrote that the club was "100 percent committed to providing the outstanding soccer experience our players and families have come to expect over the last 15 years."  Corry, previously treasurer of the Shooting Stars, had been elected vice president in June and was also a coach.

Prescription Fraud Arrest

The arrest of a 21-year-old Manhattan man on Tuesday on prescription fraud charges may be the first break for local law enforcement as they look to solve a series of prescription fraud attempts that stretch from Bergen County to Brooklyn, N.Y.  Police arrested Armend Salijaj at around 6:45 p.m., charging him with fraud, forgery, identity theft, and receiving stolen property after attempts to pass a fraudulent prescription for oxycodone at the Rock Ridge Pharmacy on Rock Road.

The arrest came after a foot chase by Glen Rock Police officers Murray Yang and Scott McGovern down Rock Road and along the paved pathway between the railroad tracks and Glen Rock Savings Bank.  The apprehension could be a break in numerous prescription frauds in Fair Lawn, Hawthorne, Freehold, Spring Valley, N.Y., and Brooklyn.

A call came into Glen Rock Police on Tuesday about Salijaj attempting to pass a fraudulent prescription at Rock Ridge Pharmacy.  Salijaj is also identified as part of the crew responsible for prescription fraud incidents on April 25 in the borough. Salijaj, along with two other male suspects and a female subject still at large, is alleged to be involved in the prescription fraud in Fair Lawn, Hawthorne, and Spring Valley, N.Y.

This is a break in a prescription fraud ring we believe to be based in Brooklyn.  There have been at least a dozen attempts where this crew has hit.  The physician whose prescription blanks are being used is a psychiatrist in New York and does not know how the pad was stolen.

At the end of April the female suspect made a successful attempt at the CVS in town, but an hour later Salijaj allegedly came in with the same doctor’s prescription blank for the same drug and the pharmacist turned him away. The group had also attempted in April to get drugs at Rock Ridge but the pharmacy turned them away.  The pharmacist at Rock Ridge Pharmacy helped lead to the apprehension of Salijaj.  This attempt was related to our investigation [of the suspects trying to fill prescriptions] from two weeks prior.  On Tuesday, the pharmacist at Rock Ridge kept the suspect calm and did not alert him that police were on the way.

Salijaj has been charged with two counts of attempt to obtain a control dangerous substance by fraud, receiving stolen property, forgery, and identity theft/impersonation of another. He was charged with resisting arrest and flight.  Bail was set at $150,000 and Salijaj was taken to the Bergen County Jail.
