Suspicious Vehicle Leads to D.W.I. Arrest

Two people who were accused in September of running over a man in Passaic who later died were found early Thursday morning, passed out drunk in a car on a front lawn on South Maple Avenue, authorities said.  Christina Imperato, 24, of Washington Township was found just after midnight covered in vomit and slumped over the steering wheel of a running car.  Julius Lacewell, 32, of Lodi was found slumped over and unresponsive in the back seat, having vomited, urinated and defecated on himself.

Imperato and Lacewell were both charged following an incident on Sept. 11 in which a car driven by Lacewell allegedly ran over Antonio Chiroy, 31, of Passaic. Police said Chiroy, who later died at a hospital, had been left lying on Central Avenue after being beaten and mugged by six teens. Lacewell and Imperato were each charged in that case with causing a death or injury while driving and with leaving the scene of a motor-vehicle accident that resulted in death.

Both were uncooperative, combative, and belligerent with police and emergency personnel who responded to the scene of the Glen Rock incident on Thursday.  Imperato was charged with driving while intoxicated in a school zone, careless driving, improper driving over a sidewalk, not wearing a seatbelt and refusing to submit to a breath test. She was released on bail to the custody of her father.  Lacewell, who was not charged after the Glen Rock incident, was taken to Bergen Regional Medical Center for his own safety.

Imperato was the fiancée of Tyron Franklin, a Paterson police officer who was shot to death in a holdup at a city fried chicken restaurant in January 2007. Their son was 16 months old at the time.

Suspicious Male Arrested

Utilizing information obtained from a traffic stop in October, Bergen County police officials arrested a suspect in connection with several alleged attempts to lure about a dozen girls between the ages of 10 and 14 into vehicles to perform sex acts in exchange for money.

Shahan Achian

Shahan Achian

Flanked by representatives from several police departments, Bergen County Prosecutor John L. Molinelli announced at a press conference Wednesday that Upper Saddle River resident Shahan Achian, 26, was arrested after a two-month investigation on charges of six counts of second degree luring and six counts of endangering the welfare of a child in the third degree.  The alleged incidents occurred on Oct. 16 and Nov. 7 in Montvale; Oct. 20 in Glen Rock; Oct. 21 in Ho-Ho-Kus and Ridgewood; and Oct. 25 in Allendale, he said.  Police arrested Achian at his Upper Saddle River residence without incident, Molinelli said. If convicted, Achian, who is currently unemployed, could face up to 70 years in prison, he added.

The break in the case came about from information obtained when an Emerson police officer pulled over the suspect's black Cadillac Escalade on Oct. 16. Molinelli said the vehicle was pulled over as a result of issues with the license plate and tinted windows, which resulted in traffic summonses being issued.  "At the time, the vehicle was not suspected of being involved with the luring," Molinelli said. "The report then came into the file in Emerson."

On Nov. 7, Emerson Police Detective Michael McDermott matched a TRACKS message, a bulletin that is often used by law enforcement to report instances a suspicious nature, out of Montvale with the Oct. 16 stop and contacted Montvale police, who then brought in Allendale police and ultimately brought in all of the departments where the alleged instances occurred, he said.  The first reported incident occurred near Fieldstone Middle School in Montvale on Oct. 16, and since then parents were notified of the alleged attempts of luring through robocalls from their school districts, Molinelli said.  "That in a sense could be alarming, but we would rather alarm the parents that it has taken place in or about the vicinity of where they live so ... the awareness level goes up," he said.  The investigation revealed that Achian is alleged to have used his black Escalade SUV and a 2011 black Infinity, which he did not own but had access to, in order to lure the minors, Molinelli said.

Suspicious Incident Reported

The Glen Rock Police Department and Glen Rock school district have urged caution after an incident in which a man attempted to lure three teenage girls into his car as they were walking toward the Middle School/High School on Harristown Road at Hamilton Avenue.  P.O. Murray Yang recently interviewed the victims of the incident, which took place at about 6 p.m. on Thursday, Oct. 20.  It was reported that the three girls were approached by a white male, driving what was described as a small black sedan with light colored seats. The driver, described as being in his 30s with short, dark hair and a goatee, and wearing circle wire-rimmed glasses, reportedly pulled up to the girls and offered them $1,000 to expose themselves to him.  When the girls ignored the request and continued walking to the school, the vehicle drove off in an unknown direction.  This incident was similar to others recently reported in the area, and believe they are related based on the descriptions of the man, his vehicle and what he said to the girls in each case.

One incident took place in Allendale at about 3:30 p.m. on Oct. 25, in which two fifth-grade girls walking home from school on Dale Avenue, just off of West Orchard Street, were approached by a man operating what one girl called a black SUV-Suburban type vehicle. The other girl described it as a black pick-up truck with a silver roll bar, police said.  Both described the man as a white male; 30 years old, with short, dark hair and no facial hair. They said he similarly offered $1,000 with the same proposal. When they refused, he asked, "Are you sure?"  Police in Allendale stated the man proceeded to ask several more times before they ran to their house, at which point their parents called Allendale police.

The other occurred in Montvale on Nov. 11, also at 3:30 p.m. Police in Montvale stated that incident involved an 11-year-old girl who was walking home from school by herself on Akers Avenue, near Grand Avenue, when she was similarly approached. She described the man as a 40-year-old white male with a thin build and a "scruffy" beard, wearing sunglasses. She described his vehicle as a newer, black SUV. After offering the girl $1,000 along with the same request, he reportedly said "I promise you will like it." Police in Montvale stated that the girl then ran home, and Montvale police were contacted.

Glen Rock Police have asked any residents who observe this vehicle or hear of a similar incident to immediately report it to them via 911 or at 201-652-3800.  They also urged anyone accosted in the same manner not to approach the vehicle, but, if possible, to note the license plate number if that observation can be made without risk.

Glen Rock Officers Help Apprehend Burglary Suspect

The Hawthorne Police Department arrested a man for breaking into the Star Sunoco on Wagaraw Road twice this past week after a foot pursuit in Paterson.

According to Hawthorne Police Department Capt. Richard McAuliffe, officers were giving the area extra attention after a burglary on Aug. 9 at the gas station located at 415 Wagaraw Road and Lincoln Avenue. On Aug. 11 at 3 a.m., police on patrol were a couple blocks away watching a suspicious vehicle. Hawthorne Patrol Officer Ben Veenema and Glen Rock Patrol Officer Michael Trover were the first to respond to the gas station and saw a brick was thrown through the glass door on the west side of the building. Both officers investigated the building and told the other officers to check the surrounding area for a suspect.

Sgt. Chris McInerney from the Glen Rock Police Department, who was on patrol near Lincoln Avenue and Harristown Road, and Hawthorne officers Matthew Nedswick, Michael Phillips and Sgt. Peter Terrizzi, responded to the surrounding area near the Lincoln Avenue bridge that goes into Paterson.

McInerney located a man carrying a duffel bag in the area of East 19th Street between First and Second Avenue in Paterson. When McInerney was attempting to conduct a field interview with the male he didn't comply with the request and fled south on East 19th Street. Officers responded to the area and were in a foot pursuit with the male.

The male ran east on 19th Street and cut around to behind School 18 in Paterson, McAuliffe said. He ran across Third Avenue where he was subsequently arrested in a rear yard on East 17th Street between Third and Fourth Avenue.

"It was a decent foot pursuit. He was finally cornered in the yard," McAuliffe said. "He was located by all officers and Sgt. McInerney maintained a visual on the suspect the entire time."

Police arrested Gregory Wilson, 44, whose last known address was in Hackensack. Based off the video surveillance from the burglary on Aug. 9, where a brick was used to break the door and gain access to the building and 75 packs of Newport cigarettes were missing, police said the suspect matched the same physical description and was wearing the same hat in the video.

"Before the night shift started, the officers were given the surveillance video to watch so they knew who they were looking for," McAuliffe said.

Wilson was linked to two burglaries at the gas station and charged with two counts of burglary, two counts of theft, resisting arrest and possession of drug paraphernalia (a crack pipe). Police said Wilson took 54 packs of Newport cigarettes worth $442 during the Aug. 11 robbery.

Bail was set at $100,000 with no 10-percent option and he was transported to Passaic County Jail.

"It was a great job by the patrol officers," McAuliffe said. "They were aggressive and proactive."

Police Department get some new wheels

Glen Rock police get some new wheels

Calling the borough a "perfect environment for a police motorcycle," Glen Rock Chief of Police Frederick P. Stahman last week unveiled the local force's first patrol bike in more than 20 years.

A gift to the force from the Haworth Police Department, the 1999 BMW R1100RTP police cycle will become part of the department's fleet, with four designated officer-riders completing an 80-hour motorcycle training program at the Bergen County Police Academy.

In a statement provided to the Glen Rock Gazette, Stahman said, "With the donation of the bike, and many volunteered hours outfitting the motorcycle by Officer Adam Pyatak, the unit is patrol-ready."

He noted that motorcycle officers will be able to respond to all calls handled by patrol cars. In addition to the standard police radio, the unit is equipped with a radar unit, oxygen, defibrillator, first aid gear, flares, police line tape, flashlight and clipboard with all standard police forms. It is outfitted with a siren and all required emergency lighting. And this year's purchase of upgraded laptop computers for borough police cars included a smaller unit designed for the motorcycle.

Enumerating situational advantages of motorcycles, Stahman cited access to off-road locations unreachable by cars on school grounds, parks and recreational areas; increased stealth of traffic patrol with the ability to park in discreet locations; and improved "community" policing, as "an officer on a motorcycle tends to be more approachable (than one in a patrol car)."

He added that with bicycle safety an important issue, "police officers on a motorcycle can serve as a role model for the importance of wearing a helmet."

Stahman also noted the ongoing cost benefit of the bike's fuel economy, with the BMW rated at between 50 and 65 miles per gallon.

Finally, the vehicle will add to community occasions, by leading parades and other processions and assisting in the annual Special Olympics Torch Run.

The last police motorcycle in the borough was active more than two decades ago, but that unit was not outfitted to perform the full-service range required of a true departmental unit.

Lieutenant Paul Balch Honored

(Left to Right: LT. Paul Balch, Chief F. Stahman, Capt. J.D. Miller)

The borough council Wednesday paid homage to retiring Glen Rock Auxiliary Police Lt. Paul Balch for serving 55 years in that organization. Balch received a citation during a ceremony which included a large contingent of the police department, including Chief Fred Stahman, Captain Jonathan Miller, approximately 15 officers and two officials from the Glen Rock Office of Emergency Management, which uses auxiliary police for certain functions.

Others on hand included retired police chief Neil Finn and a representative for Congressman Scott Garrett.

In addition to recognizing Balch's local volunteerism, borough officials thanked him for dedicating 70 years to serving his country and local law enforcement.

Balch joined the U.S. Army Air Corps — a forerunner of the Air Force — on Dec. 8, 1941, one day after the attack on Pearl Harbor triggered America’s entrance into World War II. Upon returning home, the retired lieutenant also served the Massachusetts Auxiliary Police. In 1955, he moved to Glen Rock and started volunteering for the local organization.

"I just hope everyone heard that number," said Councilman Michael O'Hagan, public safety committee chairman. "Fifty-five years of service [in Glen Rock]. That's incredible."

The governing body read the citation — with each of the seven members reading parts of it, before all joined together to read the final passage.

"I'd like to thank you, once again, for your many years of service and for being part of an organization that saved the world," Mayor John van Keuren said. "Thank you very much for your time."

Miller, the department's second senior officer, recalled the privilege of knowing Balch his entire tenure.

"I've known him for many, many years," the captain told the audience, generating a few laughs when he said, "It was a pleasure working with you when I was young."

Stahman presented a replica of Balch's lieutenant's badge, citing the traditional ceremony for all retiring officers "as one of the biggest honors" they can receive.

"So Paul, congratulations to you and display that very proudly," Stahman said. "Thank you for your service."

Finn called Balch, joined at the ceremony by his wife, "one of the finest members of the borough's auxiliary police."

During Balch's long tenure, Finn recalled, the auxiliary officer usually asked only two simple questions relative to any assignment: "'Where do you need me?' 'What do you want done?' That's all we needed to hear."

"He would deliberately avoid using the word 'I,' whenever it was in reference to who was supposed to be in charge," Finn said. "It was always the word, 'we.'"

The modest Balch chose to offer only brief concluding remarks when the mayor invited him to address the audience.

"There's been … a lot of great times - both [with] regulars and auxiliary [officers] and also the fire department," he said. "Again, thank you very much for coming tonight."
